FCC removes Digital Solutions from the RMD and orders its traffic blocked

FCC Enforcement Bureau  ·  source ↗

The FCC Enforcement Bureau removed Digital Solutions Inc. from the Robocall Mitigation Database on October 5 (DA 26-1073, EB Docket No. 22-174). Providers had two business days to stop accepting its traffic directly, and every immediately downstream provider must block all of its traffic within 30 days. The Bureau had told the Denver-registered company to deal with the identified traffic and fix its certification. The order: “The Company did neither.”

The case started with 51 prerecorded calls to wireless numbers between May and July 2025, pitching loan “preapprovals” and IRS tax relief. The Industry Traceback Group traced them to Digital Solutions, which confirmed it originated them and named three customers as the source. Its RMD filing certified that it authenticates every SIP call it originates. Verizon and ITG records showed 10 calls signed with other providers’ certificates. The company answered the Bureau’s April 2 notice late, in one email, and never supplied its investigation results, a blocking certification, or a plan for substantially similar traffic. In its July 12 recertification it answered “no” to whether it was the subject of a formal FCC investigation; the Bureau counts that as a separate deficiency. FCC mail to its address of record came back undeliverable.

The order closes out the June 29 initial determination (DA 26-643) and pairs RMD removal with the section 64.1200(n)(3) blocking mandate. It follows the September 2 order removing 14 filers that never updated their certifications. Digital Solutions cannot refile without consent from both the Wireline Competition and Enforcement Bureaus. The pending RMD further notice (FCC 26-49) proposes a lack-of-candor certification; this order already treats a false answer on the current form as grounds for removal.
