Nine providers get a final 14 days to answer tracebacks or leave the RMD

FCC Enforcement Bureau  ·  source ↗

The Enforcement Bureau ordered nine companies on August 27 to cure their Robocall Mitigation Database certifications or explain why the Bureau should not remove them. The deficiency is conduct, not paperwork: each company “failed to respond to multiple traceback requests from the industry traceback consortium, which is contrary to their certifications in the RMD.” DA-26-873 names Advantage Investors, sunstreamnetwork, Quantum Link VOIP, Summit Industries, Scissortail Communications, Globe Tech Solutions, COLLECTION 3, Alpha Stream and MMN Tech, with RMD file numbers for each.

Appendix B lists the unanswered tracebacks by number, call time and ITG notification time. Advantage Investors has twelve, all on calls placed in February 2024, with the ITG notifications sent between February 27 and March 5, 2024. sunstreamnetwork has six from July 2024. Quantum Link VOIP has three, Scissortail three, Globe Tech Solutions seven. The most recent entries are Summit Industries and Globe Tech in July 2025. The Bureau emailed deficiency notifications to all nine on September 29, 2025 and gave them 14 days to cure by responding fully. None did. This order gives them 14 more.

The certification at issue is 47 CFR § 64.6305(d)(2)(iii) and its gateway and non-gateway counterparts — a commitment to respond within 24 hours to traceback requests from the Commission, law enforcement and the ITG. The Seventh Call Blocking Order extended that commitment to all RMD filers effective February 26, 2024. Removal triggers § 64.6305(g): every intermediate and voice service provider must stop accepting calls directly from the company, with 911 and PSAP traffic excepted. A removed company cannot refile unless both the Enforcement Bureau and the Wireline Competition Bureau consent. The Bureau cites Viettel Business Solutions, where it removed twelve entities, and BPO Innovate as precedent for the sequence.

Two and a half years elapsed between Advantage Investors’ first unanswered traceback and this order. The docket is WC 17-97; the filing-by-filing detail is in the Regulatory Watch dispatches.
